为进(jin)一步促进(jin)电(dian)子(zi)商(shang)(shang)务健(jian)康(kang)快(kuai)速发(fa)(fa)展,国家发(fa)(fa)展改革委(wei)、财(cai)政(zheng)部(bu)、农业部(bu)、商(shang)(shang)务部(bu)、人民银行、海关总(zong)署、税务总(zong)局(ju)(ju)、工商(shang)(shang)总(zong)局(ju)(ju)、质检总(zong)局(ju)(ju)、林业局(ju)(ju)、旅游(you)局(ju)(ju)、邮(you)政(zheng)局(ju)(ju)、国家标准委(wei)等部(bu)门研究决(jue)定,继续加(jia)快(kuai)完(wan)善支持电(dian)子(zi)商(shang)(shang)务创新发(fa)(fa)展的法规政(zheng)策环境,现(xian)将(jiang)有关工作通知如下:

一(yi)、统(tong)筹推(tui)进(jin)(jin)(jin)(jin)电子(zi)商务(wu)(wu)发展环境建设。国(guo)家(jia)发展改(gai)革委会(hui)同(tong)相(xiang)关(guan)部(bu)门(men)(men)进(jin)(jin)(jin)(jin)一(yi)步(bu)完(wan)(wan)善促进(jin)(jin)(jin)(jin)电子(zi)商务(wu)(wu)健康快速(su)发展的跨部(bu)门(men)(men)工作(zuo)协调机制,继(ji)续(xu)推(tui)进(jin)(jin)(jin)(jin)国(guo)家(jia)电子(zi)商务(wu)(wu)示(shi)范城市(shi)创建工作(zuo),支(zhi)持相(xiang)关(guan)部(bu)门(men)(men)和地方围绕(rao)完(wan)(wan)善电子(zi)商务(wu)(wu)法规政策环境开(kai)展试(shi)点工作(zuo),并(bing)对有(you)关(guan)部(bu)门(men)(men)和地方推(tui)进(jin)(jin)(jin)(jin)电子(zi)商务(wu)(wu)示(shi)范城市(shi)建设,开(kai)展电子(zi)商务(wu)(wu)试(shi)点工作(zuo)等进(jin)(jin)(jin)(jin)行咨询指导、监督与评价。

二、推动电(dian)(dian)子(zi)(zi)商务企业会(hui)(hui)计档案(an)(an)(an)电(dian)(dian)子(zi)(zi)化试点工作(zuo)(zuo)。财政部(bu)会(hui)(hui)同(tong)有关部(bu)门,组织开展会(hui)(hui)计档案(an)(an)(an)电(dian)(dian)子(zi)(zi)化管(guan)理试点工作(zuo)(zuo),修订完善(shan)(shan)《会(hui)(hui)计档案(an)(an)(an)管(guan)理办法》,研究(jiu)完善(shan)(shan)电(dian)(dian)子(zi)(zi)会(hui)(hui)计档案(an)(an)(an)管(guan)理制度,推进(jin)电(dian)(dian)子(zi)(zi)会(hui)(hui)计档案(an)(an)(an)在(zai)(zai)电(dian)(dian)子(zi)(zi)商务领域中(zhong)的应用(yong),充分发挥电(dian)(dian)子(zi)(zi)会(hui)(hui)计档案(an)(an)(an)在(zai)(zai)电(dian)(dian)子(zi)(zi)商务领域会(hui)(hui)计信(xin)息(xi)数据(ju)管(guan)理、利用(yong)等方面的作(zuo)(zuo)用(yong),推动电(dian)(dian)子(zi)(zi)商务领域会(hui)(hui)计信(xin)息(xi)化,提高会(hui)(hui)计信(xin)息(xi)质(zhi)量(liang)。

三(san)、推进商(shang)(shang)(shang)(shang)(shang)(shang)(shang)贸(mao)流通(tong)(tong)领域(yu)(yu)电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)创新发展(zhan)(zhan)。商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)部会同相(xiang)关部门进一(yi)步完善(shan)电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)交易、物流配(pei)送(song)、网络拍(pai)卖等领域(yu)(yu)电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)应用的(de)相(xiang)关政策(ce)、管理制度及标准规范;研究制定(ding)电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)统(tong)(tong)计指标相(xiang)关标准,加快建立(li)健全统(tong)(tong)一(yi)高效(xiao)的(de)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)贸(mao)流通(tong)(tong)业统(tong)(tong)计体系(xi)(xi)和电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)统(tong)(tong)计体系(xi)(xi),推进信用监测体系(xi)(xi)建设;促进商(shang)(shang)(shang)(shang)(shang)(shang)(shang)品现货市场电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)规范发展(zhan)(zhan),鼓励综合性批发市场、旧(jiu)货流通(tong)(tong)市场、专业化(hua)市场发展(zhan)(zhan)线上、线下协同的(de)电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)应用体系(xi)(xi),支(zhi)持外贸(mao)电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)、农产(chan)品电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)、社(she)区(qu)电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)发展(zhan)(zhan),密切产(chan)销衔接(jie),推进电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)示范基地(di)建设,加强电子(zi)(zi)(zi)商(shang)(shang)(shang)(shang)(shang)(shang)(shang)务(wu)(wu)人才培训。

四(si)、完善跨境贸易(yi)电子(zi)商务(wu)(wu)(wu)通(tong)关服务(wu)(wu)(wu)。海关总署会同商务(wu)(wu)(wu)部(bu)、税务(wu)(wu)(wu)总局、工商总局、质检(jian)总局、邮政局、国(guo)家标(biao)准委等部(bu)门(men)(men)在已有工作基(ji)础上,进一(yi)步完善跨境贸易(yi)电子(zi)商务(wu)(wu)(wu)通(tong)关服务(wu)(wu)(wu)环境,共(gong)同研究制定相(xiang)配套的管理制度及标(biao)准规范,推进外(wai)贸电子(zi)商务(wu)(wu)(wu)企业备案信息(xi)共(gong)享,探索多部(bu)门(men)(men)联合推动跨境贸易(yi)电子(zi)商务(wu)(wu)(wu)通(tong)关服务(wu)(wu)(wu)的综合试点工作。

五(wu)、加快网(wang)络(luo)(电子)发(fa)票推广与应用(yong)。财政(zheng)(zheng)(zheng)部(bu)、税(shui)(shui)(shui)务总(zong)(zong)局负责研(yan)究跨境贸易电子商(shang)务适用(yong)的(de)税(shui)(shui)(shui)收政(zheng)(zheng)(zheng)策(ce)及相关管(guan)理制度和(he)标准规范。税(shui)(shui)(shui)务总(zong)(zong)局会同财政(zheng)(zheng)(zheng)部(bu)继(ji)续(xu)加强电子商(shang)务企(qi)业的(de)税(shui)(shui)(shui)收管(guan)理制度研(yan)究,完善网(wang)络(luo)(电子)发(fa)票的(de)管(guan)理制度和(he)信(xin)息(xi)(xi)(xi)标准规范,建立与电子商(shang)务交易信(xin)息(xi)(xi)(xi)、在(zai)线支(zhi)付信(xin)息(xi)(xi)(xi)、物流(liu)配送信(xin)息(xi)(xi)(xi)相符的(de)网(wang)络(luo)(电子)发(fa)票开具(ju)等相关管(guan)理制度,促进电子商(shang)务税(shui)(shui)(shui)务管(guan)理与网(wang)络(luo)(电子)发(fa)票的(de)衔接,继(ji)续(xu)推进网(wang)络(luo)(电子)发(fa)票应用(yong)试点工作,推广网(wang)络(luo)(电子)发(fa)票在(zai)各领(ling)域的(de)应用(yong)。

六、深入推(tui)(tui)进电子(zi)(zi)商务(wu)(wu)(wu)(wu)可信(xin)交易(yi)环境(jing)建(jian)设工(gong)作(zuo)。工(gong)商总局(ju)负责加强(qiang)网(wang)络(luo)商品(pin)交易(yi)及有(you)关服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)行为的(de)规(gui)制建(jian)设,会同有(you)关部门研(yan)(yan)究建(jian)立网(wang)络(luo)经(jing)营者信(xin)用指标体(ti)(ti)系,推(tui)(tui)动网(wang)络(luo)经(jing)营者交易(yi)信(xin)用信(xin)息采集与管理(li)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu),鼓励社会中介机(ji)构开展网(wang)络(luo)经(jing)营者信(xin)用评价活动,研(yan)(yan)究制定(ding)跨境(jing)贸易(yi)电子(zi)(zi)商务(wu)(wu)(wu)(wu)企(qi)业主体(ti)(ti)身份标识管理(li)制度,推(tui)(tui)动电子(zi)(zi)商务(wu)(wu)(wu)(wu)市场主体(ti)(ti)、客体(ti)(ti)及交易(yi)过程(cheng)基(ji)础信(xin)息的(de)规(gui)范管理(li)与服(fu)(fu)(fu)务(wu)(wu)(wu)(wu),组织电子(zi)(zi)商务(wu)(wu)(wu)(wu)服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)企(qi)业开展电子(zi)(zi)商务(wu)(wu)(wu)(wu)可信(xin)交易(yi)保(bao)障服(fu)(fu)(fu)务(wu)(wu)(wu)(wu)试点工(gong)作(zuo)。

七、建(jian)(jian)立完善电(dian)(dian)子(zi)(zi)(zi)商(shang)务(wu)(wu)产品(pin)质(zhi)量安全监督机(ji)制(zhi)。质(zhi)检总局(ju)会同(tong)工商(shang)总局(ju)等(deng)有关部门,研(yan)究推(tui)进(jin)电(dian)(dian)子(zi)(zi)(zi)商(shang)务(wu)(wu)产品(pin)质(zhi)量诚信(xin)体系(xi)建(jian)(jian)设,研(yan)究建(jian)(jian)立电(dian)(dian)子(zi)(zi)(zi)商(shang)务(wu)(wu)交易产品(pin)基础信(xin)息(xi)(xi)规范(fan)化管理和基于统一(yi)产品(pin)编(bian)码(ma)体系(xi)的(de)(de)(de)质(zhi)量信(xin)息(xi)(xi)公开(kai)制(zhi)度(du),推(tui)动(dong)以组(zu)织机(ji)构代码(ma)实名制(zhi)为基础的(de)(de)(de)企(qi)业(ye)质(zhi)量信(xin)用(yong)档案在电(dian)(dian)子(zi)(zi)(zi)商(shang)务(wu)(wu)领(ling)域的(de)(de)(de)应用(yong);会同(tong)邮政局(ju)探索建(jian)(jian)立跨境(jing)(jing)贸易电(dian)(dian)子(zi)(zi)(zi)商(shang)务(wu)(wu)邮件快件的(de)(de)(de)检验检疫(yi)监管模式(shi);会同(tong)有关部门研(yan)究建(jian)(jian)立跨境(jing)(jing)贸易电(dian)(dian)子(zi)(zi)(zi)商(shang)务(wu)(wu)产品(pin)质(zhi)量安全监督和溯源机(ji)制(zhi),支持(chi)跨境(jing)(jing)贸易电(dian)(dian)子(zi)(zi)(zi)商(shang)务(wu)(wu)发(fa)展。

八(ba)、推动(dong)(dong)移(yi)(yi)动(dong)(dong)电子商(shang)(shang)务支(zhi)付(fu)(fu)(fu)(fu)创(chuang)新(xin)(xin)发展(zhan)。人(ren)民银(yin)行负责研究制(zhi)定金融(rong)(rong)移(yi)(yi)动(dong)(dong)支(zhi)付(fu)(fu)(fu)(fu)发展(zhan)政策,推进金融(rong)(rong)移(yi)(yi)动(dong)(dong)支(zhi)付(fu)(fu)(fu)(fu)安全可信(xin)服(fu)务管理(li)体(ti)系建设,建立移(yi)(yi)动(dong)(dong)支(zhi)付(fu)(fu)(fu)(fu)信(xin)息安全保障体(ti)系;引导商(shang)(shang)业(ye)银(yin)行、支(zhi)付(fu)(fu)(fu)(fu)机构实(shi)施移(yi)(yi)动(dong)(dong)支(zhi)付(fu)(fu)(fu)(fu)金融(rong)(rong)行业(ye)标准,推动(dong)(dong)移(yi)(yi)动(dong)(dong)支(zhi)付(fu)(fu)(fu)(fu)联网(wang)通用、业(ye)务规范发展(zhan);以金融(rong)(rong)IC卡应用为基(ji)础开展(zhan)移(yi)(yi)动(dong)(dong)支(zhi)付(fu)(fu)(fu)(fu)技术(shu)创(chuang)新(xin)(xin)应用试点工作,探索符(fu)合(he)市场(chang)要求(qiu)的移(yi)(yi)动(dong)(dong)支(zhi)付(fu)(fu)(fu)(fu)技术(shu)方案、商(shang)(shang)业(ye)模式和(he)产(chan)(chan)品形态(tai),为产(chan)(chan)业(ye)发展(zhan)提供示范效应,促(cu)进移(yi)(yi)动(dong)(dong)电子商(shang)(shang)务支(zhi)付(fu)(fu)(fu)(fu)创(chuang)新(xin)(xin)发展(zhan)。

九、完善电(dian)(dian)子(zi)商务(wu)快递服务(wu)制度。邮政局负责(ze)探(tan)索(suo)建(jian)立(li)重(zhong)点地区快递准(zhun)时(shi)率通报机(ji)制,健全(quan)旺(wang)季电(dian)(dian)子(zi)商务(wu)配送的保障措施,创(chuang)新(xin)城市(shi)电(dian)(dian)子(zi)商务(wu)快递服务(wu)机(ji)制;配合(he)海(hai)关总(zong)(zong)署、质检总(zong)(zong)局等(deng)部门推进完善跨(kua)境贸易电(dian)(dian)子(zi)商务(wu)邮件(jian)快件(jian)管(guan)理。

十、推进(jin)电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)标(biao)(biao)准(zhun)化工(gong)作。国(guo)家(jia)标(biao)(biao)准(zhun)委会(hui)同(tong)相关部门改组电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)标(biao)(biao)准(zhun)化总(zong)体(ti)组,建立完善电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)国(guo)家(jia)标(biao)(biao)准(zhun)体(ti)系,协调电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)标(biao)(biao)准(zhun)制定,会(hui)同(tong)有(you)关部门和地方依托国(guo)家(jia)电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)示范(fan)城市(shi)建设和电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)试点(dian)工(gong)作,开展(zhan)电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)主客(ke)体(ti)的信(xin)息描述(shu)、电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)交易过程(cheng)监管、电(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)支付等关键环节的标(biao)(biao)准(zhun)研制、验证(zheng)、完善和推广(guang)工(gong)作。

十一、促进(jin)农(nong)(nong)业(ye)电(dian)(dian)子(zi)商(shang)务(wu)发展。农(nong)(nong)业(ye)部负责研究制定(ding)农(nong)(nong)产(chan)品(pin)分类定(ding)级等标准规范,与相关(guan)部门(men)共(gong)同研究探(tan)索推(tui)进(jin)以农(nong)(nong)业(ye)产(chan)业(ye)化(hua)龙头企业(ye)、农(nong)(nong)民(min)专业(ye)合作(zuo)(zuo)社(she)、家庭农(nong)(nong)场等新型农(nong)(nong)业(ye)经营主(zhu)体为纽(niu)带的农(nong)(nong)产(chan)品(pin)质量安全追溯体系、诚信体系建设,加强(qiang)农(nong)(nong)业(ye)电(dian)(dian)子(zi)商(shang)务(wu)模式研究,规范农(nong)(nong)业(ye)生产(chan)经营信息(xi)采集,推(tui)动供需双方网络化(hua)协作(zuo)(zuo),完(wan)善农(nong)(nong)业(ye)电(dian)(dian)子(zi)商(shang)务(wu)体系,推(tui)进(jin)农(nong)(nong)业(ye)领(ling)域电(dian)(dian)子(zi)商(shang)务(wu)应用并开展相关(guan)试点工作(zuo)(zuo)。

十二、促进林(lin)业(ye)电子(zi)商务发(fa)展(zhan)(zhan)。林(lin)业(ye)局负责研究推进林(lin)业(ye)电子(zi)商务发(fa)展(zhan)(zhan)的(de)(de)相关政策(ce),研究制(zhi)(zhi)定基于电子(zi)商务的(de)(de)森林(lin)资(zi)产(chan)评估、地区性的(de)(de)森林(lin)资(zi)源转(zhuan)(zhuan)让、林(lin)权交(jiao)(jiao)易(yi)(yi)等管理(li)办法,依托电子(zi)商务拓展(zhan)(zhan)林(lin)产(chan)品(pin)销售,支撑林(lin)区、林(lin)场发(fa)展(zhan)(zhan)转(zhuan)(zhuan)型(xing),促进农民增(zeng)收;会同(tong)工商总局研究建立林(lin)产(chan)品(pin)交(jiao)(jiao)易(yi)(yi)诚信(xin)体系;制(zhi)(zhi)定林(lin)产(chan)品(pin)的(de)(de)分(fen)类定级、网络(luo)(luo)交(jiao)(jiao)易(yi)(yi)等标准规范,推进林(lin)产(chan)品(pin)、林(lin)权交(jiao)(jiao)易(yi)(yi)的(de)(de)规范化(hua)(hua)与网络(luo)(luo)化(hua)(hua),开展(zhan)(zhan)林(lin)产(chan)品(pin)、林(lin)权交(jiao)(jiao)易(yi)(yi)电子(zi)商务试(shi)点(dian)工作。

十三、促进(jin)旅(lv)游(you)(you)电(dian)(dian)(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)发(fa)展。旅(lv)游(you)(you)局负责研究制(zhi)定旅(lv)游(you)(you)电(dian)(dian)(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)管(guan)理办法(fa)及相关推进(jin)政策;建(jian)立(li)旅(lv)游(you)(you)电(dian)(dian)(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)公共服(fu)(fu)务(wu)(wu)(wu)和监管(guan)机制(zhi),推动旅(lv)游(you)(you)在(zai)线(xian)服(fu)(fu)务(wu)(wu)(wu)模式创(chuang)新(xin);研究建(jian)立(li)重点旅(lv)游(you)(you)景区游(you)(you)客流量等相关信息的在(zai)线(xian)发(fa)布机制(zhi);会同工商(shang)(shang)(shang)总局推动旅(lv)游(you)(you)电(dian)(dian)(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)可信交易体系建(jian)设及旅(lv)游(you)(you)服(fu)(fu)务(wu)(wu)(wu)电(dian)(dian)(dian)(dian)子合同应用,开展集游(you)(you)客流量预警发(fa)布、即时投诉服(fu)(fu)务(wu)(wu)(wu)、电(dian)(dian)(dian)(dian)子合同签(qian)订、游(you)(you)客在(zai)途在(zai)线(xian)即时服(fu)(fu)务(wu)(wu)(wu)等功能的旅(lv)游(you)(you)综(zong)合电(dian)(dian)(dian)(dian)子商(shang)(shang)(shang)务(wu)(wu)(wu)服(fu)(fu)务(wu)(wu)(wu)试点工作(zuo)。

十四、各地区加快支持电(dian)(dian)(dian)子(zi)商(shang)(shang)务发展环境(jing)建(jian)(jian)设(she)。各地方要重点支持符合(he)本地区发展实际(ji)需(xu)求的电(dian)(dian)(dian)子(zi)商(shang)(shang)务企业发展,配合(he)中央部门落实相关重点工(gong)(gong)作(zuo)(zuo),建(jian)(jian)立完(wan)善(shan)(shan)本地区跨部门的电(dian)(dian)(dian)子(zi)商(shang)(shang)务工(gong)(gong)作(zuo)(zuo)协同机(ji)制(zhi),加快完(wan)善(shan)(shan)地方性电(dian)(dian)(dian)子(zi)商(shang)(shang)务政策体系(xi),进一步加强(qiang)电(dian)(dian)(dian)子(zi)商(shang)(shang)务基础设(she)施(shi)建(jian)(jian)设(she),为电(dian)(dian)(dian)子(zi)商(shang)(shang)务企业创新(xin)发展提供良好的环境(jing)。深(shen)圳市、北京市等(deng)23个国(guo)(guo)家电(dian)(dian)(dian)子(zi)商(shang)(shang)务示范城市要继续深(shen)入推进创建(jian)(jian)工(gong)(gong)作(zuo)(zuo),落实创建(jian)(jian)工(gong)(gong)作(zuo)(zuo)方案各项任务,加快推进国(guo)(guo)家电(dian)(dian)(dian)子(zi)商(shang)(shang)务试点工(gong)(gong)作(zuo)(zuo),探索支持电(dian)(dian)(dian)子(zi)商(shang)(shang)务发展的新(xin)机(ji)制(zhi)和新(xin)政策,为国(guo)(guo)家制(zhi)定电(dian)(dian)(dian)子(zi)商(shang)(shang)务相关法规标准提供实践依据。
